FARM BILL UPDATE
Members of the farm bill conference will officially meet on Tuesday April 9 after returning from a two-week Congressional recess.  During the recess, conference staff has made little progress on differences between the House and Senate bills, raising speculation about the substance of the April 9 meeting.  Regarding the Marketing Loan Program, House staff offered their bill's formula loan rates as the starting place for negotiations.  Under those formulas, loan rates for all commodities would drastically fall from current levels; minor oilseed would fall below $8.70/cwt., which is the House bill's ceiling for the minor oilseed loan rate.  The starting position of Senate staff in the conference is that the final bill must contain loan rates higher than current levels.  This disagreement on loan rate levels has largely stalled further discussions on other commodity program provisions like target prices, base acres, payment yields, and levels for decoupled payments.  Both sides are reluctant to publicly acknowledge that chances for completing the farm bill in time for the 2002 crop are dwindling due to the slow progress.
