FARM BILL UPDATE
Despite Congress now back in session and lots of talk about a new farm bill in farm country, the earliest the Senate may get to the farm bill is February 6. Uncertainty remains whether Congress will complete a farm bill before support erodes due to new budget forecasts.  The race is also on to complete a farm bill that USDA can implement in time for the 2002 crop.  The logjam between Senate Republicans and Democrats held up action in the Senate before the holiday recess.  Since that time, Senate staff has been considering ways to break the deadlock.  Possible amendments that are getting attention include payment limitations, packer/processor ownership of livestock and size limitation on recipients of EQIP funds.  Democrats are reportedly not interested in lowering loan rates. but may be open to other ways to pay for a Republican-sponsored farmer IRA provision; a Republican farm bill priority.  After the Senate passes a bill, it must go to a House-Senate conference committee to iron out differences, before being signed by the President.

USDA FINAL SUNFLOWER PRODUCTION ESTIMATES
According to the USDA figures, total production of non-oil sunflower is down 3% from 2001, while oil sunflower is down only 1% from 2000.  In June, USDA estimated oil sunflower planted acres at 2,178,000 and the final January harvested figure is 2,087,000 or a decrease of 4.0% from the June report.  The non-oil sunflower planted number in June was 572,000 acres and the final harvested number is 493,000 or a decrease of 14%.  North Dakota had the largest decrease in terms of acres for both oil and non-oil types.  For detailed breakout of these statistics go to the NSA website www.sunflowernsa.com
